PlanMaster for Utility Corridor Siting
Southern California Edison (SCE) needed a better way to evaluate potential routes for
transmission line corridors. Facet consultants and SCE staff used Facet's PlanMaster to build a
customized decision support system that organizes the policies and decision process used to determine
new corridor locations, and formalizes the evaluation process.
The PlanMaster tool helps SCE search the landscape for new options, and focus on routes
with a high probability of acceptance as possible new power transmission corridors. The tool can be
accessed over the Web, so that all departments within SCE can be involved and provide input to the
corridor selection process. The tool:
- Allows users to designate areas as unsuitable for transmission lines.
- Defines how transmission lines would affect the environment.
- Estimates the costs of construction, and impacts on accessibility.
- Examines the potential hazards of putting a corridor in a particular location.
[LEFT] Dark Blue - The best transmission line corridors according to a weighted scoring
scheme.
